General tips to negotiations is be prepared. Have a checklist of points arguing your side and strengthen your posistion. Make the other party meet you at least half way, but at the same time giving them the impression that you are the one who made the compromise. You need to come away making them feel that they got a decent deal from their end.

End of month is a great time to BUY your new car, but it is NOT the best time to make your first dealership visit. Salesmen do try harder to make sales at the end of the month, which is about the last five days of the calendar month.

In addition to the end of the month, there are better and worse times of the year to buy. Best time of the year to buy is the end of December, in most dealerships. Dealerships try to make specific quotas for end of month AND end of calendar year, and it is not a popular time to buy, so sales can slump seriously and they will try harder to make a sale, which means a better bargain. If you shy away from buying in the winter because of bad weather, think again: bad weather is when you WANT to be in the car, testing it?s foul weather capabilities.

Other good times of year to buy are end of August and end of September because the old models are taking up space on the dealership property, and they want to make room for the new models to come in. If your heart is not set on a brand new model, this is an excellent time to buy a perfectly good new car that happens to have been manufactured a few months earlier.

There is a very important BUT to this end of month advice: Do NOT make your very first visit to the dealership at the end of the month. Go to the dealership at the beginning or middle of the month, test drive the cars, get some info, then go home and give yourself two to three weeks to get the best financing. THEN go back at month?s end armed with full information and a buying plan. Give yourself a day or two extra in case the first dealership doesn?t work out and you need to go to another one. This is a big purchase, don?t try to do it all in an afternoon!

Hong Kong firm loses $4.9 billion in value in one day

Thomas and Raymond Kwok, two brothers who control Sun Kai Properties, the second largest property company in the world, were arrested by Hong Kong's Independent Commission Against Corruption Thursday, scandalizing the city. NBC's Ed Flanagan reports.

BEIJING ? If you?ve ever been to Hong Kong, you?ve undoubtedly walked by a building built or managed by Sun Hung Kai Properties, the second largest property company in the world and one of the small number of prominent developers that control real estate in this land-scarce region.

To say that the Kwok family, which controls Sun Hung Kai, has played a part in constructing Hong Kong?s iconic skyline would be massive understatement. Three of the tallest buildings in the city were constructed by the firm as well as one of the region?s more surreal icons, a replica of Noah?s Ark which doubles as a hotel and theme park. (The Kwoks are evangelical Christians.)

So when news broke that the company?s co-chairmen, Thomas and Raymond Kwok, were arrested on Thursday by the Independent Commission Against Corruption (ICAC), it caused an uproar that has scandalized the city of 7 million and caused the firm?s stock to tumble.

Make that plummet.?

In trading Friday on the Hong Kong Stock Exchange, Sun Hung Kai?s stock price plunged 13 percent, for a?loss of $4.9 billion in market value.??

It was easily the company?s worst loss on the market in 14 years, according to Bloomberg News.

Though no charges were publicly announced and the Kwok brothers were released late Thursday evening, their arrest at the same time as the reported detention of Rafael Hui, the number two in the Hong Kong government from 2005-2007,?has some speculating that the arrests were related.

If so, the arrests one again underscore the tight relationship between Hong Kong?s government and local property developers, both of whom are in a perpetual race to keep up with the housing demands in the world?s most densely populated city.

Mercurial rise not without its issues
With estimated holdings of $18.3 billion, the Kwok family is the 27^th wealthiest family in the world, according to Forbes Magazine. Their company, which was founded in 1963 by family patriarch, Kwok Tak Seng, has risen to prominence by breaking into every facet of the property business, from residential to hotels to industrial development.

By the end of 2011, Sun Hung Kai was reported to have a land bank of 46.7 million square feet of gross floor area either completed or in development. The group also owns 26 million square feet of farmland in Hong Kong?s New Territories that is in the process of receiving planning permission to be converted to building land.?

That translates into an astounding amount of property under Sun Hung Kai?s control in a city where land is extremely precious.?

The company and the family have also long been in the spotlight in Hong Kong. When the family patriarch died in 1990, he left the reins to his eldest son Walter, who became chairman and chief executive. In 1997, Walter was kidnapped and held for a week before his family paid a ransom of more than $77 million to have him released.

Walter returned to the company after his release, but eventually the family relationship unraveled when Thomas and Raymond Kwok dethroned Walter in 2008.

With the support of their mother, the two brothers charged Walter with being unfit to run the business and after a nasty struggle, eventually took over. Thomas, 60, runs the construction of new developments and Raymond, 58, is in charge of the company?s finances.??

Are Hong Kong?s business and political interests too close?
The arrest of the Kwok brothers and Rafael Hui by the ICAC comes at a time when Hong Kong is dealing with a number of incidents that bring into question just how transparent and corruption-free the former British colony is today.

On the face of it, the city has a good reputation. The Heritage Foundation calls Hong Kong the world?s freest economy while Transparency International calls it the 12^th least corrupt country and/or territory in the world. (The United States came out 10^th and 24^th respectively.)
?

But the relationship between real-estate developers and the government has long been a source of simmering tensions in the crowded city. Opposition leaders and some social groups have long criticized the cozy relationship between the government and the developers.

Thousands took to the streets in March to demand that the city?s Chief Executive Donald Tsang quit after he was ?was accused of accepting invitations for lavish yacht dinners and private jet trips from local businessmen.

In elections for the city?s next chief executive just last weekend, the winner Leung Chung-ying, campaigned on a platform of providing more low-income housing in the city.?

Some argue that the Kwok scandal is the next in a storyline of business and government blurring together too closely. However, the fact that the ICAC went ahead with this investigation suggests that for the present time at least, the mechanisms in place to deter and uncover corruption are still strong in Hong Kong.

Where this investigation goes from here will go a long way towards determining whether this latest crisis of faith in Hong Kong is the next step in a gradual erosion of Hong Kong?s autonomy and financial freedom or one that rights it once and for all.

Access to pill boosts women's earnings - study

A new study may add tinder to the debate over whether the federal government ought to require health insurance plans to pay for? contraception. New research shows that access to birth control pills over the past 50 years has translated into higher pay and better careers for women.

After scrutinizing data from a multidecade survey, University of Michigan researchers determined that women who had access to birth control pills when they were in their late teens and early 20s tended to be better educated and better paid 20 years later compared to women who couldn?t get oral contraceptives.?Women who had early access to the pill were making 8 percent more than those who didn?t.

?Arguably the pill had some pretty big benefits for these women,? said the study?s lead author Martha J. Bailey, an assistant professor of economics at the university. ?I certainly would like an 8 percent pay raise.?

The new study,?published as a working paper by the National Bureau of Economic Research, used data from two long-term surveys: one that looked at health and another that looked at labor force outcomes. Both tracked women for decades.

The labor force study was started in 1968 and included 4,300 women who were between 14 and 24 at the time of their first interview. The women were reinterviewed every year until 2003.

Bailey and her colleagues were able to disentangle the impact of the pill from other factors, such as the women?s movement and equal opportunity laws, because many states in the 1960s and '70s only allowed women to get the pill on their own after their 21st birthday. Other states allowed women to get the pill when they turned 18.

So the researchers were able to compare the career trajectories and salaries of women who could get the pill at 18 versus those who had to wait until they were 21.

Data from the health study backed up the assumption that women between the ages of 18 and 21 were far more likely to get a prescription for the pill if they came from a state where they could legally get it on their own.

Early access to the pill changed many women?s life plans.

?Instead of deciding between dating and pursuing a career they could do both,? Bailey said.

The women who benefited the most from early access to the pill were those who came from the most disadvantaged backgrounds.

?One thing I think is important to point out is that we didn?t see a change in the number of children these women had, but we did see changes in when they decided to have them,? Bailey said. ?That slight delay in the birth of their first child translated into some pretty big gains in terms of lifetime earnings.?????

IJburg College is a community school with a diverse intersectoral curriculum for preparatory secondary vocational education and enhanced language, art, culture and sports programmes at the senior general secondary and pre-university education levels, with intensive cooperation with various expertise centres.

The structure comprises three sub-schools in order to preserve the small-scale character, with one school for each two school years. The building is more than a school, however; it also provides the neighbourhood with room for a caf?, theatre, gym, health centre and underground parking.?LIAG took the initiative to propose adding housing to the plans for the sizeable lot, which was initially zoned for the school and gym only, effectively meeting the requirements set out in urban development preconditions for a tall, substantial building on the corner of IJburglaan and Pampuslaan.

The additional housing programme comprising approximately 80 homes (23 above the school and 57 on the square) creates ?residual land value? on a lot that was originally listed as having ?zero.? Working closely with the city, a two-part design was chosen: a small, closed building block for housing only, and a public square on which the school is situated. Consequently, the school regains its autonomy and becomes a recognisable anchor in the surroundings.

In the process of working out the details of the facade, a deliberate choice was made to give the complex a single identity. Made of folded metal panels, the unique exterior boldly stands out amongst the brick and smooth faces of the neighbouring buildings.

The folds cause the sun to reflect differently throughout the day, creating a dynamic appearance that is visible even from considerable distances. The project in IJburg is an autonomous, recognisable and compact building on a compact lot. The compact aspect of the building reduces the exterior area, which effectively reduces energy loss.

Voters out to beat Obama hand Romney big IL edge

WASHINGTON (AP) ? Voters hunting for a candidate who can defeat President Barack Obama and with the proper experience helped vault Mitt Romney to victory Tuesday in Illinois' presidential primary, according to results of an exit poll of voters. His win was also powered by robust margins from people worried about the economy and federal deficits.

Main challenger Rick Santorum ran strongly among people who want their contender to be a true conservative and to exhibit strong moral character, and with the most religiously driven voters. But Illinois only has modest proportions of such voters, narrowing the former Pennsylvania senator's appeal.

"Romney is a little too liberal for the Republican base. But that's the only way you can win. You've got to get the independents," said Norm Jay, 78, of Wheaton, Ill., who backed the former Massachusetts governor.

Underscoring how the Illinois contest occurred on terrain that was not the friendliest for Santorum, 34 percent on Tuesday called him too conservative. That was the highest proportion of voters expressing that view in any of the half-dozen states so far where that question was asked.

Romney won 74 percent of those seeking a candidate who can defeat Obama. Among 17 states where voters have been polled so far, that proportion has only been surpassed in Romney's home state of Massachusetts and in Virginia, where he and Texas Rep. Ron Paul were the only competitors.

Romney also got 64 percent of people seeking the right experience. Combined with those seeking a candidate who can best handle Obama, that gave Romney a forbidding lead among over half of those who showed up to cast ballots, the survey showed.

Romney, who has used his business background to cast himself as the candidate best equipped to create jobs and eliminate federal waste, bested Santorum by more than 20 percentage points among voters riveted on the economy and the federal deficit as top issues. People with those concerns accounted for over 8 in 10 voters, making Romney's strong edge with this group impossible for Santorum to overcome.

Voters from families earning at least $100,000 a year and college graduates also tilted strongly toward Romney. That proved decisive, since those earning less than that amount and those without degrees split about evenly between him and Santorum.

Santorum, outspoken on the campaign trail about the importance of faith, had a 20 percentage point margin over Romney among voters saying that sharing religious beliefs with a candidate mattered greatly. Such voters, though, accounted for shy of 1 in 4 voters, a slightly smaller share than average among states whose voters have been surveyed so far.

Around two-thirds of the votes of those seeking a real conservative and a contender with strong character were backing Santorum. But such voters comprised less than half the overall vote.

"I don't know if he (Romney) is willing to deal with the hard issues or if he would back down from them," said Don Gramer, a Santorum voter who works for the Catholic diocese in Rockford, Ill.

Though Santorum won comfortably among those considering themselves very conservative, Romney did strongly with somewhat conservative voters and moderates.

Santorum, a devout Catholic, lost to Romney by 23 percentage points with Catholic voters, a problem he has encountered consistently this year. While the two men ran roughly evenly among Catholics who attend church weekly, Romney, who is a Mormon, had more than a 2-1 lead with Catholics who go to services less frequently than that.

Analysts have said that for Catholics, religious identity is a weaker factor in determining political views than it is for some other faiths.

Further showing how the makeup of Illinois voters worked against Santorum, he defeated Romney modestly among white born-again and evangelical voters, a group with whom he has generally prospered since the Super Tuesday primaries earlier this month.

But they only accounted for around 4 in 10 voters in Illinois, a bit lower than average in voting so far. Among the nearly 6 in 10 Illinois voters not in that group, Romney had a commanding 2-1 advantage.

Asked which candidate they would back if only Romney and Santorum were in the race, the difference in support between the two men narrowed a bit. That suggests that it might be somewhat to Santorum's advantage if former House Speaker Newt Gingrich and Texas Rep. Ron Paul dropped out of the race, which neither has suggested they are about to do.

Even as the third month of the GOP nominating battle nears a close with no end imminent, only around 3 in 10 Illinois voters said they want the race to end as fast as possible, even if their own candidate loses. Some Republicans have expressed worries that the length of the campaign has hurt the party's chances of defeating Obama because of the intense, repeated criticism the GOP contenders have fired at each other.

The survey of 1,621 Illinois voters was conducted for The Associated Press and the television networks by Edison Research. Interviews were conducted as voters left their polling places Tuesday at 35 randomly selected sites. The survey has a margin of sampling error of plus or minus 4 percentage points.

House lawmakers Thursday afternoon easily passed a bill meant to help small businesses grow and go public more quickly, changes that also have garnered widespread support from business groups, members of the Senate and the Obama administration.

The Jumpstart Our Business Startups (JOBS) Act consists of six reform measures that would ease Securities and Exchange Commision rules that can impede or slow the process for companies trying to enter the public markets.

Specifically, under the language of the bill, new SEC restrictions on companies with less than a billion dollars in gross revenue would take place over the course of five years rather than all at once. The legislation would also allow companies to solicit investors during the IPO process and permit them to raise money from larger numbers of small investors.

In an increasingly rare showing of bipartisanship, the House passed the measure 390-23. Already, the move has received praise from several advocates and policymakers in Washington, though at least one small business group voiced its disappointment in the measure.

Some of the early feedback on the passage of the bill and what it would mean for small businesses across the country:

The Obama administration:

?The administration looks forward to continuing to work with the House and the Senate to craft legislation that facilitates capital formation and job growth for small businesses and provides appropriate investor protections,? the statement says.?

?To build a stronger economic recovery, we should end any threats of tax increases, address our debt crisis, pull back on unnecessary federal regulations, and remove barriers to starting businesses. The JOBS Act will help do this by increasing capital formation and paving the way for more small-scale businesses to go public and create more jobs. The JOBS Act will allow access to more financing for small businesses and address regulatory burdens that small businesses face.?

?Access to capital remains a daunting challenge for small to mid-size firms at all stages of development and growth. The JOBS Act addresses a number of smart reforms that will boost capital formation and funding opportunities for small businesses.
