The new policy has angered some religious groups, including the Roman Catholic Church, who say the requirement would force them to violate their stances against contraception. It has also drawn a sharp response from congressional Republicans.

Obama administration officials have said they don't want to abridge anyone's religious freedom, but want to give women access to important preventive care. Supporters of the rule, including the ACLU and women's advocacy groups, say the measure is about female health.

Republican lawmakers in a handful of states have seized on the contentious issue, presenting bills that would allow insurance companies to ignore the federal rules. Measures in Idaho, Missouri and Arizona would expand the exemptions to secular insurers or businesses that object to covering contraception, abortion or sterilization.

But so does its reaction. Rather than announce that Braun had won his appeal and had been found not guilty according to the procedures and protocols set up and approved BY MAJOR LEAGUE BASEBALL, it chose instead to swine-slap Das? ruling, deciding that when they say guilty, they mean guilty.

Now we don?t know whether Braun hornswoggled the arbitrator, the system or nobody at all. We won?t call him innocent or guilty. We will say, though, that he played by baseball?s rules, he followed baseball?s procedures, he went through baseball?s process, and he was found not guilty.

Thus, it is inconceivably bad form for baseball to scream about the result just because they wanted it to be something else. The process is supposed to be about finding the truth, not getting the desired result. The desired result IS the truth, and baseball?s system says Braun didn?t do what he was accused of doing. MLB?s reaction, though, shows that for it, testing isn?t about determining a player?s guilt or innocence, it?s about nailing guys.

"As a part of our drug testing program, the commissioner's office and the players' association agreed to a neutral third party review for instances that are under dispute,? a statement from Rob Manfred, management?s representative on the three-man appeals panel, read. ?While we have always respected that process, Major League Baseball vehemently disagrees with the decision rendered today by arbitrator Shyam Das."

After more than a decade of false starts, Gibbs Technologies launched a high-speed amphibian that it says will change the way rescue crews respond in disaster situations.

With the dramatic backdrop of the Pentagon on one side and the Washington Monument just across the Potomac River, Gibbs recently gave a demonstration of Phibian, a 30-foot amphitruck, which will be road legal and capable of more than 80 mph on the highway and 30 mph in water. Like Gibbs? other amphibians, the Phibian can transition between land and water in as little as 5 seconds.

?Natural disasters in recent memory, such as the earthquake and tsunamis in Japan, Thailand, Sri Lanka and elsewhere in Asia;? as well as the devastation of Hurricane Katrina in New Orleans, illustrate the need for amphibians as capable, versatile and efficient as Phibian,? Gibbs Chairman Neil Jenkins said.

The newspaper is many times a political organ, and while there are many two-legged animals without politics, there are no men whose business is worth the having that are not a greater or less extent interested in the government under which they live. The advertiser who invests in advertising in the organ that represents the opinion of its reader cannot but partake of the grip which the newspaper has upon his readers, and if his advertising campaigns are inserted therein with judgment and discretion, containing ideas and not mere words, the statistics prove that these advertising methods are sure to show a profit.

These publications reaches that large class of readers and buyers who, owing to lack of technical knowledge or for other reasons, cannot afford to thoroughly peruse WebPages on the internet, therefore content themselves with keeping up with the world?s affairs by having in the family a political or regular newspaper and or magazine. Mexican football clubs ban major sports tabloid

MEXICO CITY (AP) ? Nearly all of Mexico's first-division football clubs and the Mexico Football Federation have agreed to ban access to one of the country's most important sports newspapers.

An announcement posted on the website of the Mexican federation Saturday said the football clubs acted in solidarity with the Chivas team of Guadalajara, whose owner has often denounced coverage by the tabloid Record.

A Chivas statement accused the paper of "a campaign of hate and abuses." It said all 18 clubs agreed to ban the paper's representatives from their stadiums and other facilities.

But two of the league's top clubs distanced themselves from the announcement. Cruz Azul said it was not yet enforcing the ban, and later in the day the UNAM Pumas team announced it would not go along with the ban at all.

Chivas and Record have had a running battles about coverage. The dispute has intensified recently with poor play by Chivas, which failed to win any of its first six games in the current tournament.

Chivas spokeswoman Eugenia Valdez told The Associated Press that the club had no comment.

Alejandro Gomez, sports director of Grupo Editorial Notimusa, which publishes Record, told the AP he did not plan legal action to overturn the decision, but said the newspaper would continue to cover football.

"This is dangerous," Gomez said. "Today it was us, but tomorrow any club that is unhappy with coverage of its team can ask for the same thing and the rest will have to go along. It's a shame because Mexican football needs to improve and polish its image instead of taking measures like this."

In a column published Saturday, Gomez called the action "simple, retrograde and inefficient" and denied publishing personal material about Fuentes or other football league officials.

Cruz Azul, a team based in Mexico City, said it would allow the Record access this weekend.

"Since we have not received an official notice yet, we're going to continue as things were," said Manuel Velazquez, spokesman for the club Cruz Azul.

The Pumas team, a Mexico City club associated with Mexico's biggest university, the National Autonomous University of Mexico, known as UNAM, said it would not hinder Record journalists.

"The professional football team of the UNAM has never contemplated the possibility of restricting in any manner the exercise of the freedom of expression," the team said in a statement.

Chivas is one of Mexico's most popular clubs and Record has blamed the team's recent abysmal play on owner Jorge Vergara and his wife Angelica Fuentes, who serves as executive president of the team. It has suggested they have failed to invest in player talent. Vergara said the coverage had prompted death threats against him.

Vergara owns the Omnilife company, which sells health supplements throughout the Americas and in Spain.

Four of the teams in the league are owned by large media corporations that cover sports. Televisa controls Club America and San Luis. Grupo Azteca or its subsidiaries have majority control of Morelia and Jaguares. Televisa also owns Aztec Stadium, home to Club America and Mexico's national team.

Tibetan Food ? Insider's Guide to Losar Eating ? Part 2

This is the second of a two-part series on Tibetan New Year food traditions.

In part one, we explored the traditions of the days leading up to Losar, including the preparation of?Losar cookies (khapsay), the Eve of Losar Eve?s soup (guthuk), and the chemar bo.

In part two we will look at the Losar holidays themselves. To get a fresh image of what Losar looks like in central Tibet these days, we called a large family of farmers near Lhasa that we know to ask them what they would be doing for the important first three days of Losar, and here?s what they told us:

Losar: Day One

The father of the family gets up incredibly early ? at 3 a.m. ? and brings in the important first water of the year (chupu), while the mother prepares changkol, which is a sort of sweetish soup made from barley beer (chang) and a little each of roasted barley flour (tsampa), dried cheese, butter, khapsay, and sugar, all cooked together.

The cheese and butter will come from the female of the yak species, which Tibetans call dri.

By 3:30 a.m., the parents will serve the changkol, also known as kunden, to the rest of the family in bed.

Some families might instead serve a savory porridge with yak meat called drothuk as the first dish of the New Year. (For a video recipe for beef drothuk, sign up for our free Tibetan Culture Newsletter in the box near the bottom of this page.)

Before sunrise, the family will cook and eat droma dresil, a lightly sweetened dish made of rice mixed with butter, raisins, sugar and droma, a small sweetish root found in grasslands in Tibet. Through the morning, families will munch on khapsay, deep-fried dough twisted and cut into beautiful shapes, and sometimes called Tibetan cookies, though some larger khapsay are created primarily as shrine decorations.

At some point in the morning all the family members, dressed in their new Losar finery, will make a chemar offering from the bo for an auspicious start to the New Year.?(See more about khapsay and the chemar bo at Your Insider?s Guide to Losar Eating ? Part One.)

For lunch, a sister in the family told us they will sit down to a big spread of meat and veggie dishes, like:

• yak meat with cabbage (pedze) or potato
• chinese celery
• shamdrey (yak meat with rice and potatoes). (See Tibetan Home Cooking.)

Though this first day of Losar is devoted mostly to only the closest family, after lunch, a couple of members from each family in the village, carry the family?s chemar bo around to the nearby neighbors to exchange good wishes.

At the neighbors? homes, they will be cheerfully forced to snack on khapsay, other sweets, and fruits; and drink butter tea or sweet tea, or the ever-popular chang.

It is important during Losar to generously offer food and drink to anyone who comes to your home, no matter if they are friend or foe or a stranger.

Dinner that night will be a soup with a long, fat noodle (thukpa chizi), or necha (pounded barley porridge, similar to drothuk).

Losar: Day Two

After breakfast of khapsay or pa ? which is a dough made of tsampa with dried cheese, butter tea and sugar, the family will burn incense offerings on the roof while setting up new darchor ? the long, vertical style of prayer flags often flown from the roofs of Tibetan homes.

For lunch, our farmer friends will gather at one of the oldest sibling?s houses to eat yak meat momos, along with a veggie dish of green peppers, Chinese celery or cabbages with yak meat, and maybe some drozoe marku (cooked droma with butter).

Interestingly, though Tibetans love momos like life itself, it is not considered auspicious ? in the Lhasa area anyway ? to eat momos on the first day of Losar, since they are pinched shut. The idea is that the New Year should begin with openness and generosity.

The rest of the day will be spent drinking chang, visiting with family, singing, and snacking on khapsay.

Losar: Day Three

A little worse for wear from Days One and Two, a member of the family gets up at 3 a.m. to trek 45 minutes up the freezing-cold peak of the tallest nearby mountain, to pray and burn incense offerings.

Up on the mountain, 200 people gather from the village, fortified with khapsay and chang, and stay until sunrise.

Other members of the family may go to the nearby monastery to burn incense, and to offer prayers and donations.

On this day, the whole extended family will gather at the main family home for a huge lunch.

On the menu this year, they say, is labsha (yak meat with radish), pa (tsampa with dri butter, dried cheese and a special sugar called parong), and drozoe marku (cooked droma with butter).

Dinner is thukpa chizi, or drothuk or necha.

On the fourth day, things become less formal and everyone visits around with friends and family, and these days that is the last Losar for our farmer friends.

In the old days, they say, Losar lasted the entire 15 official days of the New Year, but now everyone returns fat and happy (maybe more fat than happy ;-) to work on the 5th day of Losar.
